AbouT Me

I have PhD in Law, Science and Technology (2020). The title of my PhD thesis is “Tokenization of Real Estate on Blockchain.”

I was the winner of a prestigious scholarship provided by the EU within the international program of six universities coordinated by the University of Bologna - “Erasmus Mundus Joint International Doctoral (PhD) Degree in Law, Science and Technology” (www.last-jd.eu). Only six people won this scholarship annually and applications were received from all over the world.

Within the research program I visited and collaborated with five universities: University of Bologna (Italy), University of Turin (Italy), Autonomous University of Barcelona (Spain), University of Tilburg (Netherland), and the last two years I was enrolled at RMIT University (Australia).

I have degrees in Laws, recognized by World Education Services as an equivalent of the U.S. LLM, 2005, and in Economics (2010, postgraduate diploma).

I am an author on Cointelegraph, the global leading online magazine in blockchains and fintech.

I am a Youtuber, see my channel “Blockchain State.”

The major product of my four year research work is a concept of Blockchain Estate Registry.

Having a background in software engineering, during my PhD I developed a concept of cross-blockchain protocol aimed to support the creation of public property registries on DLT. I presented technical protocols for smart laws and digital authorities that create grounds for developing a new generation e-government system on blockchain.

In 2021 I submitted my opinion paper to the Australian Senate. And had an honour to be invited to speak before Senators, explaining my concept of a new generation property registry based on blockchain. In April 2021, the Senate published their report in which, referring to my research (in Sections 5.34 - 5.36, 7.59), recommended the National Cabinet to run a pilot blockchain land registry.

Subsequently, proponents of this and other blockchain initiatives established the Australian Institute for Digital Transformation (AIDT) to research and implement processes that transform the economy and governance structures with emerging technologies, including blockchain/DLT, Artificial Intelligence and others. Among its proponents and members are credible Australian organisations and companies, including Data61, Macquarie University, RMIT University, Future Currency Group, Accubits, Consensys et al. (more than 20). I had an honour to become AIDT's Executive Director.

Before academia, I spent 10 years practising law. Between 2014 and 2016, I worked on public reforms in Ukraine as a manager of e-Democracy group (an NGO) and became a co-author of the law on e-Petitions.

I live in Sydney, Australia.
